30+ Years in Public Sector Transportation

Tinu's public sector career spans the full spectrum of transportation engineering. Beginning as a Transportation Engineer performing field inspections and roadway design for Caltrans District 10 in 1991, he progressed through geotechnical design of complex retaining structures and foundations, into geotechnical specialization on the high-profile Devil's Slide tunnel investigation, and ultimately to nearly two decades as District Materials Engineer for Caltrans District 4—the San Francisco Bay Area.

In this role, he:

  • Managed materials engineering operations for major infrastructure projects across Alameda, Contra Costa, Sonoma, and Solano Counties

  • Led the Independent Assurance Testing Group, overseeing certification of testers and laboratory qualifications throughout District 4

  • Supervised a team of nine engineers while maintaining hands-on involvement in approximately 30% of active construction projects

  • Conducted forensic investigations including work on the San Francisco Bay Bridge approaches

  • Collaborated extensively with County Transportation Authorities on materials and pavement recommendations

  • Served as technical authority for one of the most complex transportation districts in the United States
