Our Story
Founded in 2022 by Tinu Mishra, P.E., following his distinguished 30-year career with the California Department of Transportation (Caltrans), ECS emerged from a recognition that the transportation infrastructure sector was approaching an inflection point. On one side, decades-old methods of pavement inspection, maintenance, and management. On the other, a Cambrian explosion of AI, robotics, computer vision, and autonomous technologies. The missing piece: translators who genuinely understood both worlds.
As the former District Materials Engineer for Caltrans District 4—overseeing the materials operations for one of the most complex and high-profile transportation districts in the United States—Tinu spent three decades navigating the technical, bureaucratic, and political landscape of public sector infrastructure. He led the largest precast concrete pavement rehabilitation project in the United States. He pioneered porous pavement design for the Devil's Slide project, provided construction support on the new San Francisco Bay Bridge approach and the Caldecott tunnel pavement construction. He rewrote specifications, led committees, and built relationships across agencies.
Now, drawing on that deep public sector expertise while actively engaging with AI and robotics companies developing the next generation of transportation infrastructure technology, Tinu positions ECS at a unique vantage point: fluent in both the language of specifications, standards, and agency procurement, AND the language of machine learning models, autonomous systems, and algorithmic inspection.
What We Believe
Innovation Requires Integration. The best AI technology in the world cannot modernize American infrastructure if it cannot be specified, procured, and operationalized by public agencies. Real progress requires deep understanding of both worlds.
Public Sector Expertise is Non-Negotiable. Decades of institutional knowledge about how agencies function, evaluate, and adopt technology cannot be acquired overnight. It must be earned—through years inside the system.
Technology Companies Need Translators, Not Translators Without Credibility. Getting public sector adoption requires more than sales meetings. It requires technical credibility, specification knowledge, and agency relationships built over decades.
Agencies Need Guides, Not Vendors. When considering AI adoption, agencies need advisors whose incentives are aligned with their success—not with selling them specific technology platforms.
